The solution of a problem of the account of quality of building demands the system approach to it. It means first of all an establishment of the purpose by which the given work, and the means providing achievement is subordinated.
On the basis of an estimation of separate sorts of works and structural components of which each object of building consists, the cumulative estimation of its quality in the certificate of its commissioning on mentioned above three-point system is given.
For the organisation of the system account of quality of building it is necessary to define and differentiate first of all the basic concepts and quality indicators, to find out an order and sources of their formation.

Принципы повышения оперативности, аналитичности и контрольной действенности должны быть распространены на учет качества строительно-монтажных работ и связанных с ним хозяйственных операций.
Важнейшими направлениями совершенствования учета в интересах всех функций управления являются повышение его оперативности, улучшение аналитичности и контрольной действенности.
Решение проблемы учета качества строительства требует системного подхода к ней. Это означает прежде всего установление цели, которой подчинена данная работа, и средств, обеспечивающих достижение.
На основе оценки отдельных видов работ и конструктивных элементов, из которых состоит каждый объект строительства, дается совокупная оценка его качества в акте его ввода в эксплуатацию по упомянутой выше трехбалльной системе.
